It might fairly be said that in all but one of the cases poverty, and not intentional neglect on the part of the parents, was the cause of the child's begging. In the remaining case the child was begging without the knowledge of the parents.

Where the fundamental cause of the begging is the poverty of the parents it would seem worse than useless to prosecute them and it has been the Society's policy to warn against permitting the children to beg, and, where the parents were not earning anything, to provide them with hawker's licences and a small stock in trade in order that they might earn some semblance of a living.

When the suggested alterations of the Law have been made the Society will be in a position in proper cases to obtain the admission of the children into suit- able institutions.

If this Report made no reference to finance it would be unique among reports of organizations entirely de- pendent on voluntary contributions.

Since the early months of its existence the Society has made no appeal for funds either to the general It was decided that no public or to its own members. such appeal should be made until the Society had, by the results of its work, justified its existence.

Having regard to the fact that the organization is now only in the sixteenth month of its existence, the Executive Committee feel that the results already achi- eved warrant an appeal for the continued support of those who helped the Society at its inception and the aid of all members of the Community who desire to further the object of ensuring that every child in the Colony shall live an endurable life.

The scope of the Society's work must necessarily be limited by the financial support received, but even with the strongest financial support the work can be of but little avail unless the Society is backed by the full weight of the interest of the community,
